Access to and Security of Campus Facilities

Safety at the University of Lynchburg is a shared responsibility. While we boast an excellent security history, no campus is entirely crime-free. Our policies aim to maintain the security of our facilities and ensure our community’s well-being.

All visitors must be admitted and escorted by a resident. During breaks, student ID cards are deactivated unless special permission is granted.

Building Access:

  • Non-residential Buildings: Open to students, employees, contractors, visitors, and guests Monday-Friday, including nighttime class and event times.
  • Residence Halls: Locked 24 hours per day. Undergraduate students’ ID cards allow access to all residence halls from 10 am to midnight. Only residents of a particular building may access it after midnight using their ID cards.
  • Campus Housing: Non-residence hall housing is locked/unlocked by keys issued to residents. Visitation policies must be adhered to for the safety of all.

Vehicle Registration

All vehicles parked on campus by students or employees must be registered with Campus Safety and Security and bear a valid University of Lynchburg parking decal. 

Driving University-Owned Vehicle: Please review the Vehicle Operations Guide for information about becoming authorized to drive a university-owned vehicle.

Eligibility:

  • Students: Eligible to register motor vehicles. First-year residential students have limited parking and must park in designated lots.
  • Registration Process: Obtain parking decals from the Campus Safety and Security Office after completing the self-service portal. Required documents include state vehicle registration, valid driver’s license, and proof of insurance. Fees:
    • First-year resident students: $300 annually
    • Sophomore, junior, and senior resident students: $100 annually
    • Full-time non-resident students/commuters: $100 annually
    • Part-time and graduate students: $75 annually
    • Second vehicle: $10
    • Temporary registration (up to 2 weeks) for unregistered students: $20
    • Temporary registration for decal holders: no charge

Rules:

  • Students cannot register vehicles for others.
  • By registering, owners agree to comply with University traffic and parking regulations.
  • Decals must be placed on the left bottom exterior corner of the rear glass. For certain vehicles, contact Campus Safety for placement advice.
  • If the vehicle is sold, traded, or totaled, obtain a new decal following the same procedure.
  • Vehicle owners must maintain proper insurance. The University is not responsible for damage caused by vandalism, theft, or acts of nature while on University property.

Prohibited Items

Certain items are strictly prohibited on campus to maintain a safe campus environment.

Weapons and Firearms:

  • Firearms, weapons, and realistic facsimiles are not allowed on campus. This includes but is not limited to, firearms, bows and arrows, explosives, knives, martial arts weapons, and stun weapons.

Other Prohibited Items:

  • In Residence Halls:
    • Candles, halogen lamps, incense, hookahs, space heaters, gas canisters, extension cords, and appliances with open flames or exposed heating elements.
    • Specific cooking appliances are permitted per Residence Life Policies.
    • Fireworks are strictly prohibited.
    • Smoking is allowed only in designated areas.

Vehicle Policies:

  • Use of University vehicles is limited to approved activities and must be driven by authorized individuals only.

Prompt and accurate reporting of crimes and safety-related incidents is crucial to maintaining campus safety.

The University strives to protect the confidentiality of individuals reporting crimes while complying with legal requirements to report certain incidents in annual crime statistics.
