- Following Professor Kelbaugh’s assignment as the CIA Senior Ethics Officer, in 2000 CIA received the “Outstanding Ethics Program Award” from the U.S. Government Office of Government Ethics (OGE).
- When he retired from CIA in 2003, Professor Kelbaugh was awarded the CIA Career Intelligence Medal.
