Ms. Tolbert’s experiences prior to coming to Lynchburg College in 1980 have been wide and varied. She served as a special education teacher of young children with moderate and severe disabilities in schools and institutions within Pennsylvania. Working for a university grant project in Florida developing an infant-family program included extensive experience in working in neonatal intensive care units.
Ms. Tolbert was the founder and first director of Project Daniel, an intervention program in Central Virginia. The program served infants and toddlers with disabilities and their families.
She has coordinated the Early Childhood Special Education and Severe Disabilities Program, has been Program Director for the Special Education Program, Director of Field Experiences and Director of the Technical Assistance Center, a grant-funded project of the Virginia Department of Education, which serves area professionals with students with disabilities.

Ms. Tolbert’s professional interests focus on working with infants, toddlers and young children with special needs. Specialty areas are with physical/severe disabilities, medical/health needs, transition and functional curriculum.
She serves on various campus committees and on a variety of local and state organizations which serve the disabled. Ms. Tolbert has served on the Board of Directors of the Central Virginia Association of Retarded Citizens (Vice President, 1998). Other memberships are currently with Lynchburg City Schools Special Education Advisory Committee, Mabel Rush Housing Foundation and Early Intervention Council of Central Virginia.
